The UN Security Council adopted Resolution 2803 on Nov. 17, 2025 with 13 votes in favor, 0 against, and 2 abstentions from China and Russia. The resolution authorizes an international stabilization force for Gaza and creates a transitional administration.
The resolution endorses Trump's 20-point Comprehensive Plan for Gaza announced Sept. 29, 2025 that led to the current ceasefire. The plan establishes a Board of Peace as the transitional authority, headed by Trump himself. The Board will govern Gaza through the end of 2027 when the mandate expires.
The resolution authorizes an international force to provide security, oversee borders, and demilitarize Gaza. The force mandate includes overseeing all border crossings, providing internal security, and ensuring no weapons enter Gaza. Plans call for deploying up to 20,000 troops by 2026.
Trump said the resolution represents one of biggest approvals in History of UN. He praised China and Russia for abstaining rather than vetoing. The resolution gives Trump direct control over Gaza's governance and security for over two years.
