Trump picks Doral, raising ethics and conflict concerns

On Sept. 5, 2025, The President announced the 2026 G20 summit would be held at Trump National Doral (Reuters).

He made the announcement in a public statement and in posts on social media.

The announcement drew immediate reactions from lawmakers, media, and ethics groups.

The G20 is a forum of 19 countries and the European Union that coordinates global economic policy (G20).

Its members account for about 85% of global gross domestic product and about 75% of world trade.

G20 summits bring together heads of state, finance ministers, and central bank leaders for multilateral talks.

In 2019 The President proposed hosting a G7 summit at Doral but faced bipartisan criticism and ethics concerns (Reuters).

He later abandoned that G7 plan after lawmakers and watchdogs warned of conflicts of interest.

Critics at the time cited the Foreign Emoluments Clause and concerns about foreign payments to his properties.

The White House said the 2026 summit would be hosted at cost with no profit to The President (Reuters).

Ethics groups and constitutional scholars said 'at-cost' claims may not remove promotional value or legal risks (PolitiFact, CREW).

Legal debate focuses on whether hosting foreign officials at a private property creates prohibited gains under the Foreign Emoluments Clause.

What you can do

1

Congressional oversight

Press Congress to open oversight hearings and demand detailed financial disclosures

Ask The House Oversight Committee and The Senate Foreign Relations Committee to hold hearings on Doral contracts. Demand written disclosures of all contracts, fees, vendor invoices, and any 'at cost' accounting.

2

Ethics & legal review

Request an independent ethics review on emoluments and conflicts

Ask The Office of Government Ethics to review whether hosting the summit raises conflicts or emoluments concerns. Urge The Department of Justice to publish any legal opinions that explain the administration's legal basis.

3

Spending transparency

Monitor federal spending and demand transparent cost accounting

Track federal payments tied to the summit on USAspending.gov for contracts and grants. Ask your representatives to disclose security and logistics costs and any payments that go to private properties.
