Asset freezes and visa bans target ICC staff investigating alleged war crimes

On Feb. 15, 2025, President Donald J. Trump signed an executive order freezing assets and imposing visa bans on International Criminal Court staff investigating alleged U.S. torture in Afghanistan and Israeli military actions in Gaza (White House Executive Order).

Twenty-three ICC staff members, including Prosecutor Karim Khan and senior investigators, are subject to U.S. visa bans and asset freezes (Treasury Department Sanctions List).

Karim Khan announced that the ICC would accelerate existing investigations and would not be intimidated by the U.S. sanctions (ICC Prosecutor Statement).

Dutch Foreign Minister Wopke Hoekstra condemned the U.S. sanctions as an attack on the rules-based international order headquartered in The Hague (Dutch Foreign Ministry Statement).
