H.R. 722 defines human life as beginning “at the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being” and declares embryos “persons” under the 14th Amendment—thereby banning abortion, in vitro fertilization, and contraceptives that prevent implantation.
