Luke and Brent Ganger tell Democratic lawmakers about sister's killing by ICE agent

Luke and Brent Ganger (not 'Good brothers') testified Feb. 4, 2026, before a Democratic congressional forum about their sister Renee Good, killed Jan. 7 by ICE agent Jonathan Ross in Minneapolis during an immigration enforcement operation (not a traffic stop).

The shooting occurred during Operation Metro Surge, announced Jan. 6, 2026 as the largest immigration enforcement operation in U.S. history, deploying 2,000 federal agents to Minneapolis-St. Paul. DHS claimed 3,000 arrests by Jan. 19.

Renee Good was a 37-year-old mother of three who had moved to Minneapolis in 2025 with her wife Becca Good. Her mother Donna Ganger described her as 'one of the kindest people I've ever known' who 'took care of people all her life.'

Luke Ganger told Congress: 'The most important thing is to understand who Renee is. What a beautiful American we have lost.' He described 'deep distress complicated by feelings of disbelief' and compared Good to his 4-year-old daughter.

Brent Ganger re-read his funeral eulogy, calling Renee 'unapologetically hopeful' and comparing her to dandelions and sunshine. 'She had a way of showing up in the world that made you believe things were going to be OK. Not because she ignored the hardship, but because she chose optimism anyway.'

ICE agent Jonathan Ross shot Good three times from the front-left of her vehicle as she drove past him, turning away. The Hennepin County Medical Examiner ruled her death a homicide. Video footage showed Ross walking around her stopped car before the shooting.

DOJ's Civil Rights Division declined to investigate whether Ross violated Good's rights, claiming he 'got attacked with a car that was trying to take his life.' This decision triggered mass resignations: the division's criminal section chief, principal deputy chief, deputy chief, acting deputy chief, and over a dozen prosecutors quit in protest.

The bicameral forum was co-chaired by Sen. Richard Blumenthal (D-CT) and Rep. Robert Garcia (D-CA). Zero Republican lawmakers attended, despite jurisdiction over DHS oversight.
